Facility Planning Background and Timeline

  • The Grand Forks Public School District has been working on a long-term, fiscally-responsible master plan for facilities improvements for several years while working as best as possible to address immediate needs within the existing operating budget.  The following timeline highlights specific components of this master planning process the District has been completing.

    2017

    • Assessment of district facilities is completed by JLG Architects.  While the assessment did not include community input it provided good insight to the many concerns with facilities in the school system.

    2018

    • The new district administrative team continues assessing facility issues and begins making investments in critical need areas using operating fund balance (district emergency rainy-day fund).

    2019

    • District embarks on updating Grand Forks Public School’s Strategic Plan establishing a basis for master planning.  Employees, students, and community members are included in this process. The strategic plan is completed in 2020 and includes three primary components: Academics; Comprehensive School District Mental Health System; and Resource Management and Long-Term Planning.
    • The school system continues to make investments in addressing critical facility needs using operating fund balance money.

    2020

    • The district engages with SitelogIQ to facilitate a community-driven Long-Term Facility Planning Task Force. The community task force is made up of strictly community members (no administrators, no school board members) and works for nine months (23 meetings) studying the following:
      • Understanding the purpose of schools, how they operate, and how instruction is currently delivered may be different than in the past.
      • Reviewing engineering assessments that were completed by engineers and architects over the last several years.
      • Touring schools and reviewing classrooms, common spaces (cafeterias, libraries, etc.), mechanical/boiler rooms, other building systems, and understanding procedures and layouts relative to security.
      • Learning how the school system is funded, how budgets are developed, and what options are available to fund potential facility improvement projects.
    • Long-Term Facility Task Force presents findings and recommendations to the Grand Forks School Board in December.
    • The school system continues to make investments in addressing critical facility needs using operating fund balance money.

    2021

    • The Grand Forks School Board engages in a series of workshops to better understand the community Task Force recommendation and make preliminary decisions on a facility improvement plan.
    • The community-wide survey is made available to all members of the Grand Forks Public Schools community.
    • The school system uses initial ESSER funding to address air quality and HVAC needs at some schools.
    • The school system commits to guaranteed energy efficiency projects that address a variety of learning environment variables in schools while reducing energy (operating) costs and does not impact local taxpayers.
